Specialist in frequency management and spectrum

You carry out various technical studies on systems in your field of specialisation (Communication, Navigation, Surveillance, ATM, MET). According to your competences in the field(s) of specialisation, you will be entrusted with one or more of the following responsibilities, you will be entrusted with one or more of the following responsibilities.

What do you do as our Specialist in frequency management and spectrum?

Analyse technical infrastructure needs of users and maintenance services in your field of specialisation. This includes among other things:

  • conducting surveys among users and maintenance services;
  • giving precise, complete but concise descriptions of needs;
  • defining a concept and summarising it in a concept document;
  • getting the concept document approved by stakeholders (users/maintenance teams).

Provide elements for drawing up the investment budget. This includes among other things:

  • proposing system definitions;
  • performing cost estimates;
  • proposing implementation deadlines.

Carry out specific studies related to systems in your field of specialisation. This includes among other things:

  • examining the influence of structures and installations to be erected by third parties on the operation of the skeyes infrastructure;
  • specifying, supervising or carrying out studies investigating the influence of the skeyes systems on the environment.

Monitor and report on medium-term technological developments. This includes among other things:

  • continuously training yourself;
  • studying professional literature;
  • attending seminars and workshops;
  • informing yourself on study and research activities at international level;
  • following national and international regulations;
  • reporting on this.

Participate in project teams as a technical expert. This includes among other things:

  • participating in drafting the specifications;
  • participating in the evaluation of the tenders;
  • participating in the definition of the system design;
  • participating in specifying and performing the acceptance tests;
  • participating in carrying out the safety analyses (ESARR standards).

Represent skeyes in national (BCAA, Military, BIPT, Regions,...) and international meetings (ICAO, Eurocontrol, CANSO,...). This includes among other things:

  • specifying and defending the position and interests of skeyes;
  • ensuring the flow of relevant information to the skeyes stakeholders;
  • coordinating the actions to be taken by skeyes within the framework of the meetings attended.

Function as a contact person for frequency management. This includes among other things:

  • coordinating frequency management with other departments and services;
  • carrying out study assignments regarding new frequency requests;
  • coordinating frequency and spectrum matters with external bodies, both nationally (BIPT, NARFA, BCAA, etc.) and internationally (ICAO, Eurocontrol, Eurocae, etc.).

Give in-house training in your field of specialisation.

For this vacancy, the primary focus will be on the "frequency management" aspect. Here, you have a crucial role in the provision, management and national and international coordination of frequencies and spectrum necessary for the correct operation of our wireless communication applications. You will also ensure that all regulatory and legal requirements are met.

Candidate profile

What makes you our perfect Specialist in frequency management and spectrum?

  • you have a Master's degree (engineer) with a specialisation in telecommunications;
  • you have a thorough theoretical knowledge of the operation of wireless communication systems (antenna theory, modulation techniques, operation of transmitters/receivers, interference between systems, etc.);
  • experience in the design and/or management of systems of which the operation relies on wireless communication is a plus but not a must;
  • you are willing to participate in and follow up on international meetings;
  • you are willing to attend training on the systems in use at skeyes (including those for radio communication, navigation, radar);
  • you are willing to follow training on spectrum and frequency management;
  • you have a good knowledge of Dutch or French and English.
