ATS Publications Officer
As our ATS Publications Officer your role will consist of:
- ensuring that all air traffic controllers' operational manuals in all operational units are permanently managed and kept up to date, including making them available and ensuring such availability without error;
- ensuring the development, monitoring and promotion of overall quality management within the operational areas within skeyes;
- ensuring there is continuous knowledge transfer, appropriate awareness and involvement within skeyes and a structure that facilitates follow-up of all ongoing action plans and demonstrates the status of compliance.
What does a skeyes ATS Publications Officer do?
Ensure aviation safety by managing operations manuals and distributing related ‘Notes to Operations’.
- Managing operational manuals for ATS staff:
- coordinate changes to the manuals with ATS management members and the respective document authors responsible for publication content;
- update and publish the operational manuals for ATS staff;
- ensure the provision of the manuals to the Belgian Supervisory Authority and other relevant stakeholders;
- strive for continuous improvement of the manuals in terms of form, content and distribution method and make proposals in this regard to the COO management;
- Managing the digital environment for the publication and distribution of operational manuals and related ‘Notes to Operations’ for ATS staff.
- Monitoring the evolution of national and international legislation within the operational ATS domain.
- Participating in the continuous improvement of the organisation and processes within its domain and provide support in the implementation of projects.
Ensure the development, monitoring and promotion of overall quality management within the operational and technical areas within skeyes. This includes among other things:
- Ensuring processes are correctly described and monitored in close cooperation with process owners;
- Following up and supporting internal audits with the aim of monitoring compliance with the ISO-9001 standard, evaluating the effectiveness and efficiency of the processes and identifying potential risks and opportunities for improvement as well as further following up on the findings of these audits in close cooperation with the responsible person involved;
- Acting as point of contact for overall quality management and providing support to managers, process owners, internal auditors and the monitoring managers.
Participate in the preparation and realisation of possible scope extensions or integrations of Publication Services to a common platform & format.
- Participating in the creation and development of initiatives that ensure the transition to digital operational manuals for ATS staff with access via digital media, always with the necessary guarantees of continuity and accessibility (back-up solutions with 100% guarantee). The aim is to strengthen accessibility but above all to enhance updating (to be automated partially) and encourage dissemination to the shop floor.
Provide support in ensuring that skeyes is compliant with all current and future regulations in the ATS/ATM domain, within the national, international and European framework. This includes among other things:
- Cooperating with the ATS Compliance Officer to follow up on current regulations.
- integrate translation of changes into operational manuals;
- provide support in demonstrating compliance with the respective regulations through the management of compliance matrices.
- Monitoring future regulations. This includes among other things:
- pro-actively sharing regulatory information with all stakeholders in a structured manner;
- ensuring early anticipation of potential changes by conducting impact assessments;
- providing support in the implementation of regulatory changes.
Candidate profile
What makes you the perfect ATS Publications Officer?
- Good knowledge of the operational functioning of an ANSP or aviation operations, or at least a strong interest in aviation.
- Experience in developing and publishing technical or operational manuals, including writing, graphic design/layout and document management.
- Very good knowledge of English (speaking and writing) and of French or Dutch.
- Diplomatic and constructive communication style.
- Strong analytical and critical thinking skills.
- Proactive, taking initiative and fluent in contact with others.
- Solution-oriented thinking skills.
- Good knowledge of MS Office tools and SharePoint, and preferably also of Adobe Photoshop and Adobe Illustrator.
- Autonomous and high sense of responsibility.
- Pragmatic, accurate and an eye for detail.
- Ability to work under (time) pressure.
